Eurostars is part of the European Partnership on Innovative SMEs. The partnership is co-funded by the European Union through Horizon Europe.

Eurostars funding for Luxembourg entities

Small and medium-sized enterprises (SMEs), large companies, research institutes and universities can be eligible for Eurostars funding, if they perform research or develop innovative products or services. Companies (SMEs, large enterprises) must not be undertakings in difficulty as outlined in the General block exemption regulation (GBER).

Project consortia must have an innovative SME in the leading role.

Private companies registered in Luxembourg can get funding from the Ministry of the Economy in Luxembourg.

Research institutes and universities interested in participating in Eurostars projects should get in contact with the Luxembourg National Research Fund (FNR) to discuss possible funding.

Eligible costs

  • Companies: personal costs related to the R&D project, utilisation costs (depreciation over the project duration), material costs and other consumables, special costs and general costs
  • Research institutes/universities: please contact the Luxembourg National Research Fund (FNR) for further information

Eurostars partnerships

Eurostar partnerships should respect the following criteria:

  • An SME should be in the lead of the project
  • The project consortium should be composed of at least two entities that are independent from one another
  • Partnerships need to be balanced (no participant or country should be responsible for more than 70% of the budget of the project)
  • The partnerships should be able to demonstrate mutual benefits for all partners
  • There should be an exploitation plan for all consortium partners

Situations to be avoided

  • One-shot projects similar to subcontracting
  • Companies that do not have the resources to carry out or exploit a successful project outcome

Preparing a Eurostars project

The main steps include:

  • Preparing a competitive proposal together with your project partners
  • Submitting your project proposal through the Eurostars portal
  • Your proposal will be evaluated by a group of experts who recommend to the EUREKA Member States which proposals should be retained for funding. Three general criteria of utmost importance in the evaluation process include:
    • Excellence
    • Impact
    • Quality of implementation
  • For companies: If your proposal is recommended for funding, you need to submit a national application to the Ministry of the Economy.  If approved, you will sign a grant agreement with the Ministry of the Economy
  • For research institutes/universities (Eurostars only): If the proposal in which you are involved is recommended for funding, please contact the Luxembourg National Research Fund (FNR).
  • During the implementation, your project will be monitored by the Ministry of the Economy and National Research Fund.
