The work programme addresses the challenge of transitioning towards a de-carbonised society, building on the COP21, the EU 2020 targets, and the 2050 Energy Roadmap. The focus is on electric batteries for vehicles, with a budget of €114 Million for 2019 and €70 Million for 2020.

With this initiative, the Commission is looking to respond to future needs within the Union: it aims at creating an industrial value chain based in Europe. At the moment, the European Union is currently dependent on other regions for the production of batteries. Next-generation electric batteries are considered a technological enabler for the European Union.
The calls for proposals address the political, industrial and technological initiatives of the European Union. In addition, they cover the three layers of research and innovation to create new technologies: in the short term Li-ion technology, in the medium term other ion materials, and in the longer term solid-state batteries.

In addition to the battery initiative in Horizon 2020, the Commission is taking into account battery-related research as it plans its future FET-Flagship initiative, a large initiative funded over a period of 10 years with a budget of €1 Billion.
