The 2018 European Research Area (ERA) Progress Report, just published by the European Commission, assesses the current state of the ERA and the progress made in its implementation between 2016 and 2018. For the second time in a row, the progress was monitored on 24 key performance indicators, defined jointly by Member States, research stakeholders, and the Commission, to understand the progress towards six main priorities:
1. More effective national research systems
2. Optimal transnational cooperation and competition
3. An open labour market for researchers
4. Gender equality and gender mainstreaming in research
5. Optimal circulation, access to and transfer of scientific knowledge – including open access
6. International cooperation
The report shows that the progress has been slower, and disparities still exist in Europe, and calls for actions, which are addressed by several programmes in the next Multiannual Financial Framework, including Horizon Europe.
