Horizon Europe is structured around key building blocks with a specific logic behind the structure. Understanding the logic of the programme is key to be in the right proposer’s mind-set that is needed to build a successful proposal. The coherence of the structure of the programme is not easy to see, but it is from the Commission’s point of view. Knowing the big picture, within and outside Horizon Europe is essential.

Horizon Europe builds on Horizon 2020. The programme structure shows an evolution from Horizon 2020 to Horizon Europe. This evolution aligns with Luxembourg national priorities, creating synergies with European Partnerships and other European Programmes. With the evolution comes a reorganisation of the thematic, and it can get confusing to find the right opportunity.
